Placed Under Debt Review Without Your Consent? Steps to Get It Removed
By Chris Shumba, Registered Debt Counsellor (NCRDC2403) · Updated 3 October 2026 · 5 min read
Quick answer: If you were placed under debt review without your knowledge or consent, get your credit report to identify the debt counsellor, ask that counsellor in writing for your signed application, and lodge a complaint with the National Credit Regulator (0860 627 627, complaints@ncr.org.za). The NCR can investigate. Do not pay anyone upfront to remove it.
Who this is for: People who discover a debt review flag they never knowingly applied for.
Key takeaways
The NCR has warned about debt counsellors placing consumers under debt review without consent.
- Your credit report shows which debt counsellor registered the application.
- A written complaint to the NCR, with evidence, is the core step.
- Consider protective registration to stop further identity misuse.
How this happens
In Circular 3 of 2024, the NCR warned credit providers and consumers about debt counsellors placing people under debt review without their knowledge or consent. The tactics it described include:
- callers claiming to be from the NCR or government,
- offers of “debt consolidation” or “lower interest” that were really debt review,
- application links sent by SMS or WhatsApp that did not make clear they were debt review forms, and
- consumers only discovering the flag when they applied for credit.
Debt review is a voluntary process. If you did not knowingly apply, you have grounds to complain.
Signs you may have been placed under debt review fraudulently
- A bank or store declines you because you are “under debt review”, and you never applied.
- Your credit report shows status A (applied) or C (assessed as over-indebted) with a debt counsellor you do not recognise.
- You receive Form 17.1 notices or creditor letters about a debt review you never started.
- Debit orders you do not recognise appear for a payment distribution agency.
Step-by-step: what to do
- Get your credit report from at least one major bureau. Note the debt review status, the date and the debt counsellor’s name or NCRDC number.
- Check the counsellor on the NCR’s register.
- Write to the debt counsellor asking for a copy of your signed Form 16 application and all supporting documents. State clearly that you did not consent.
- Gather your evidence: call logs, SMSes, WhatsApp messages, links, emails, and anything you were asked to “sign”.
- Lodge a complaint with the NCR: 0860 627 627 or complaints@ncr.org.za. Include your ID, credit report, the counsellor’s details, your statement and all evidence. The NCR has the authority to investigate.
- Notify your credit providers in writing that the application is disputed, so they know you did not consent.
- Consider a police case if your identity was used, and keep the case number for your NCR complaint.
- Protect your identity with a protective registration through the Southern African Fraud Prevention Service (SAFPS).
What not to do
- Do not pay a “removal” company. The NCR’s Circular 2 of 2025 warns about operators charging large upfront fees to “remove” debt review. A complaint to the NCR does not cost anything. See how to spot removal scams.
- Do not sign anything new from the same people, even if they offer to “cancel” the application.
- Do not ignore it. The flag will keep blocking credit until it is resolved.
If you did apply but were misled
Sometimes people did sign, but were told it was something else, such as a consolidation loan. Explain this in your complaint. The NCR’s Circular 7 of 2025 also addressed debt counsellors who misrepresented what debt review would do. If you did apply knowingly and simply want to leave, the rules are different; read whether you can withdraw before a court order.
A worked example
Sibusiso in Mahikeng was declined for a cellphone contract because he was “under debt review”. His credit report showed status A with a counsellor he had never heard of, two weeks after a caller “from the NCR” had asked him to confirm his details via a link. He wrote to the counsellor, saved the SMS and call log, and lodged a complaint with the NCR with all of it attached. He also registered with SAFPS so his ID could not easily be used again.
How Debt365 can help
We can help you read your credit report, identify who placed the flag and prepare your evidence for the NCR complaint. We will not ask you to pay upfront to “remove” a flag you never consented to. If your file needs a registered counsellor to take it over, see how transfers work.
Frequently asked questions
Can someone put me under debt review without my consent?
They should not, but it happens. The NCR issued Circular 3 of 2024 warning about debt counsellors placing consumers under debt review without their knowledge or consent, often through misleading calls or unsigned application links.
How do I know who placed me under debt review?
Your credit report from any major bureau should show your debt review status and the debt counsellor linked to the application. You can also ask the credit provider that declined you which counsellor is on record.
How do I report fraudulent debt review to the NCR?
Lodge a written complaint with the NCR on 0860 627 627 or at complaints@ncr.org.za. Include your ID, credit report, the counsellor’s details, a statement that you did not consent, and any calls, messages or links you received.
How long does it take to remove a fraudulent debt review?
It depends on the investigation and on how quickly the counsellor and credit providers respond. Act quickly, keep copies of everything and follow up in writing.
Should I pay a company to remove a fraudulent debt review?
No. Lodging a complaint with the NCR does not cost anything. Be wary of anyone asking for upfront fees; the NCR has warned about paid ‘removal’ services.
